Rosemary, thank you for your post. I had always suspected that the simple answer to the question was "It depends who you ask". Life would be easier if there was a cinsistent standard, but then there would be no point needing an ophthaomologist's certificate.

You amply make the point. The RNIB say different things in their website and literature.
I was supported by their talking book service where they give yet another definition of 'partial sight'. They explain that it is easier to define the meaning of 'legal blindness' than it is to define 'partial sight'.
Part of the problem has to do with the experience of sight loss as handicap. for some, even a moderate loss of sight would create severe disability, while others are able to cope with a far greater impairement before they begin to experience disability.
