I no longer trust the NHS when they can't even offer basic statistics on how many KC patients they even see or graft survival rates

Mouse was that the Wellington Eye Clinic? If so when I had a consultation CXL it was said that in the case that even following CXL you couldn't tolerate lenses and a transplant was required. That the transplant "button" would have a more stable base to go into and so would still provide a substantial benefit.
As for the NHS on CXL they are taking their time to assess it but the benefits could be huge. Recognizing the potential risks/ambiguity; the number of transplants, cost of specialist lenses/fitting and duration of care required mean it could be of great benefit even purely in value for money terms if successful.
