Glasses a problem?

Hi Everyone,
I found this document....
It say's that glasses which are prescribed are given out NOT to full correct someones vision but only to under-correct vision....which can lead to more problems....
It goes on to say..... "It could change prescribing practice worldwide."
It also says that western studies on the eye are poor.....
Any more thoughts on this.....is most welcome....
