I don't think it's blocked. The rule seems to be that strings in the local group forums can only be initiated by the moderator of that particular forum. Once a string is active, anyone can post to it. In the case of East Midlands, this means that strings can be initiated by Marian Bargery, Sweet, or patricia lessells.
John may be able to say more, but I remember how frustrating life used to be when I couldn't initiate any strings in the Scottish Local Forum.

I have initiated a string in the East Midlands Forum. This will enable others to post in that forum, so long as they use the string I have started. In time, I expect that John will sort out posting rights and my string will become redundant.

Re: East Midlands local group?
The next East Midlands meeting will be on Saturday 5th November at 10.30am in the Vista Resource Centre, Gwendolen Road, Leicester. Ali Akay, who many of you will know from his posts on the forum, will be talking about 'Management of keratoconus with contact lenses'. I hope lots of East Mids members, old and new, will be able to come along.
